This is the eye of a long legged fly or dolichopod. Many dolis have the eye stripes, some do not. The colors are produced by inference filters on each eye facet or ommatidium. We see the color the interference filter reflects back out, not the color that the filter passes down inside the eye.
Many fly, wasp and butterfly eyes have the interference filters. On some dolichopods, such as the one you have nicely photographed, the stripes appear green and blue. On others orange and green. On others red and green. Many flies such as laboratory fruit flies have randomly distributed eye colors on the ommatidium. The function of the stripes is a bit of a riddle, but is being studied at NYU.
